Unlike weapon creation, success rate of this skill is purely based on your job level. At JLV 50, you have similar success rate as Hollgrehenn. At JLV 70, you have about 10% higher success rate in upgrading than Hollgrehenn. As you probably have guessed, you need approriate reagent for upgrading - LV 1 weapon upgrades need Phracon, LV 2 needs Embertacon, LV 3 and 4 needs Orideocon. Each skill level allows you upgrade a weapon up to number matching that skill level. Meaning, at LV 1, you can upgrade up tp +1, to +10 maximum upgrade at LV 10.
