Well i have heard that there is a npc that sells them,it is truth.If it is,where is he/she?
If that's true then everbody would have ceased buying from PCs now. Sadly, an NPC selling one isn't around...at least I think so.
It may be a hidden NPC... but I haven't heard of anything like that. You can however get bottles at a fairly high success from Roda Frogs, or the Evil Sheep in Juno.

Possibly an NPC on a Private Server of some sort, but I doubt that there's a Bottle Selling NPC on the legit servers.

Well... it would kinda help if you can tell us which version or RO you're from and what server. But yeah, I don't think there is any NPC that I know off that sells Empty Bottles specifically.
But if you're talking about the Empty Potion Bottles, then there is an NPC in Juno I believe.
