Why is that in PRO , in just one account, u can just create limited characters? only about 5 of them but there are still slots remaining, labeled NOT AVAILABLE? why is this so? is there a solution where u can create more than 5 chars? 
Cause the other slots haven't been implemented yet.

kRO actually has those additional slots available, but you have to pay extra to be able to use them. Not really sure about the other versions of RO (I think jRO may be the same way), but you're limited to 5 characters per account. If you're willing, you can always pay for another account... effectively increasing your character count to 10.

I guess it depends on the version availability,some countries may have only 3 slots and some may have 5,but i guess it would be implemented in the near futurehaving more than 5 char in one account but for me ill rather maintain 2 char.
