Death to the novices! Actually it depends on which part. If it was right outside and it prevented you from getting inside the castle, then yes - no new characters could be created. If it was in the training ground itself, worse comes to worst, you could just recreate your account and when speaking to the usher - demand direct access. 
It reminds me of this one time on iRO where somehow an aco/priest was able to memo the training grounds. To cut the discussion short basically what happened is they brought deadbranches in, and filled the novice area with some MVPs, and it prevented getting inside the castle. Besides that and flaunting rights - "how the heck did you get to novice land?!".

I heard when the GMs cleaned it up, they banned anyone with a memo in the Nov grounds.

this happened in pRO also you know. some GM got paid to give an aco a memo to the training grounds. soon, tons of DBs were used in it. and noobs were warped there, trapped unless they had B Wing or were smart enough to talk to the usher. eventually, acos and priests were banned, GM fired and MVP/everything else in training grounds killed.

They were evil acolytes/priests. I was lucky enough to find an aco bring a blacksmith in and gave me 30k.
wah? wat version is this iRO? or something? never heard such in pRO...
It was on pRO when that happened. It was such a long time and it wasn't as widespread as it was in iRO. It was probably a bug that acolytes could memo around.
