Here's an old guide I made although its quite outdated since I left pRO a few months back before rebirth. Never finished it too... Hacker made me quit.
equipment I was using[at time of quit]: +7 mocking muffler, padded armor of aqua,+7 green boots, 2 athletic brooch, evil wing, +7 triple ancient gladius,+7 cranial buckler
level 1-12 (job change)
Two maps south of Pront is good if your somehow around L6-8. One map below Payon is good if you got stuck there. One map north of morroc is good too. Pickys and peco eggs.
levels 12-15
Rockers til you get decent flee. Then make sure you got a couple of pots to spam cause next we're going to...
levels 15-30
Culverts are a great spot to level in. Huge mobs, huge exp. Just be careful of your HP cause the familiars are painful in the early levels.
levels 30-40
Go grab a good weapon and have decent to high flee, then its time to go to Byalan. Watch the damage from the marina's or you'll die. Vadons, hydras and planktons give good exp.
levels 41-53 (job change)
Once you flee goes up, time to go down a level to Byalan 2. Or if you can handle it, Byalan 3 but those Mermans really hurt so bring some fly wings just in case. Only thing is, bots really populate this map so don't bother yelling at those ksers.
I spent my last three base levels in Sphinx 1 and very luckily got a zerom card.
levels 53-60
Byalan 2 or 3 is still a good spot. The exp isn't so high anymore but the high spawn rate makes up for it.
levels 60-65
Sohees Sohees Sohees! Those girls gave me alotta exp although some of you may disagree with me. I snatched (ganked) a slotted muff from one of em too.
levels 65-73
At this point, my AGI allowed me to go down another level to the HORONGS. Huge exp and spawning, the Greatest Generals are good too. Listen for a bell cause thats gonna be your funeral unless you run away.
levels 74-94
Also, Goats are pretty nice then. If you can last it, niff field 2(watch for lolis and bloody murdurers) and 1(mobs!) are also awesome especially if you got a mob handling skill like raid or Meteor Assault from Sin X.
level 85+ (credit to DarkNeo0)
Turtle Island Surface is great exp, Dragontails are aggro and are wind element/insect/medium, spring rabbits are non aggro but best exp on this map, they are earth/brute/medium. There are also pests but they're an annoyance and easy to kill, i'd avoid the peremeters entirely. You only need 210 flee for spring rabbits and they are the highest flee required monsters, spring rabbits are also the only monster that will take away an intimidated skill with their bash atk, so i'd kill them quickly. Assassins will love this map since both spring rabbits and dragon tails are also weak vs poison.
Turtle Island 2 is great exp aswell with a bit more zeny and really light on the potions, problem is all the monsters have high defence, so ice pick is required or critical, the monsters are freezer (water/brute/medium), peremeter (neutral/brute/medium), and solider (earth/brute/medium). A rogue wont lose copied skills if they know sand attack (peremeters use it and can override you, but if you already learned this quest skill, you just hvae to relog) and wear aqua armor since then freezer's magik will miss you. For assassins criticals or duel wield daggers with an ice pick will get you a lot of experience.
Highest flee required for that map is 219, and a good way to level is to get fire endow and only kill the soliders, and just tele a lot to find them, it's what i do.
