Ok... Homunculus has already been part of the Alchemist skill tree, it was temporarily removed for testing back then. It was made available in kRO some time last year (early last year, I think) and is now here in iRO. So to answer your question, Israel... not anymore.
And Itchy... again, only Alchemists and Biochemists (Creators in kRO) can make Homunculus. So yeah... your out of luck unless you make yerself an Alchy.
Imma try to post the walkthrough on how you can get Bioethics... which is the skill that will open up the Homunculus tree for Alchemists.
