Daggers also tend to have a weakness against high DEF...that is, unless you got your hands on an Ice Pick/Needle/House Auger (basically the same dagger) which uses your target's defense against him/her/itself. Also, sins of these types relies mainly on their chance to do Double Attack.

Katars are the complete opposite. They're usually weaker but faster. Since Katars doubles the crit rates of an assassin, it has an advantage against high DEF monsters than dagger sins have (once again, unless if they have House Auger). It's also less expensive aside from a few rares including a +10 Critical Jur and Infiltrators.

About dagger sins looking like they're actually faster than katar sins, it's actually just their Double Attack. They're really slower (imagine a dagger sin without DA). Katar sins however still benefit from DA because it increases the left hand damage, not like daggers which have Right-hand and Left-hand Masteries.

Conclusion, it's really up to you. Katar sins tend to be simpler though.

Also, about the leveling question, try posting in your character level/stats as well before I can give you a good opinion.
