It's small and not that developed to be compared to Manila
Though being known as the "Queen City of the South", a major city to both Visayas and Mindanao
It has kept quite a nature friendly environment, only having the center and downtown district to be a "little manila", while other areas range to residential to rural like environment...
Plus Many Cebuanos don't like Manila for a simple reasons... they're bored to death with fastf food joints rampant in manila...
plus... life is simpler in Cebu...
My Dad is acquainted with a business man that goes back and forth from cebu to manila...
Funny thing is.. he's quite free and would even walk freely in the malls of cebu.. but when he goes back to manila... he gets so many bodyguards that no one can go near him -_-

The one thing about Cebu is that never trust the water there. Thanks to their progress aka pollution as a result, you're most likely gonna get diarrhea if you don't bring your own bottled water.
